Richardson Police Department

Chief of Police, Gary L. Tittle began his career with the Richardson Police Department in March 2018 as a Captain. Prior to that time, Gary spent over 30 years with the Dallas Police Department where he held every rank through Assistant Chief. During his Dallas tenure as an Assistant Chief, Gary was responsible for numerous work groups to include the Strategic Deployment Bureau, which includes SWAT, Traffic, Love Field, Gang and the Criminal Intelligence Unit. He also oversaw the Patrol Bureau and Narcotics Bureau. Gary had the opportunity to serve as a community policing officer as Dallas began its community policing program. He also held a number of assignments at different ranks, from detective in Child Abuse and Domestic Violence to supervisor in Internal Affairs and Public Integrity, along with various patrol assignments and multiple administrative roles. As a Captain for the Richardson Police Department, Gary has served as commander of Technical Services Division which is comprised of Communications, Detention, Crime Scene, and Property & Evidence. Also as a Captain, Gary commanded the Investigative Operations Divisions. In 2019, during the 86th Texas Legislative Session, Gary represented the Chief of Police regarding criminal justice related matters, a role he has fulfilled both in Dallas and Richardson since 2007. Gary was promoted to Assistant Chief in March of 2020 and was assigned to command the Operations Bureau which includes the Criminal Investigations Division and Patrol Division. On June 1, 2021, Gary was appointed to Chief of Police for the Richardson Police Department. Chief Tittle is only the sixth Chief of Police in the history of RPD since 1955. Chief Tittle has a Bachelor’s degree from Midwestern State University and a Master’s in Criminal Justice Leadership and Management from Sam Houston State University. DR. RICHARD C. BENSON Dr. Richard C. Benson is the fifth president of The University of Texas at Dallas, a young university of very high research activity (Carnegie R1) that is growing rapidly in size and stature. Between 2007 and 2017, according to the Chronicle of Higher Education, UT Dallas was the nation’s second-fastest growing public university. Benson earned a bachelor of science and engineering degree in aerospace and mechanical science from Princeton University in 1973, a master’s degree in mechanical engineering from the University of Virginia in 1974, and a doctorate in mechanical engineering from the University of California, Berkeley in 1977. Prior to beginning his university career, he worked for the Xerox Corporation as a technical specialist and project manager from 1977 to 1980. He joined the University of Rochester in 1980 as an assistant professor of mechanical engineering and was named the top teacher in the College of Engineering and Applied Science in 1981. He progressed to associate professor in 1983 and full professor in 1989. He served as associate dean for graduate studies in the College of Engineering and Applied Science from 1989 to 1992 and as chair of the Department of Mechanical Engineering from 1992 to 1995. Benson’s research at the University of Rochester was primarily focused on the mechanics of highly flexible structures. With sponsorship from the Eastman Kodak Company, Hewlett-Packard, Bausch & Lomb, Xerox and others, he and his advisees modeled magnetic disks and tapes, paper sheets, soft contact lenses, photographic film and other easily deformed structures. At Penn State University, Benson served as head of the Department of Mechanical Engineering from 1995 to 1998 and head of the Department of Mechanical and Nuclear Engineering from 1998 to 2005. He co-taught, with a partner from the Women in Engineering Program, first-year seminars on toy making and dancing robots. As dean of Virginia Tech’s College of Engineering, Benson oversaw record growth from 2005 to 2016. The number of engineering applicants nearly doubled during his tenure. Also, the College of Engineering climbed to a top-10 ranking in the National Science Foundation’s report on engineering schools’ research expenditures. Benson’s teaching interests are in the fields of structural mechanics, design and applied mathematics. At the graduate level he has taught courses in structural mechanics, structural stability, plates and shells, elasticity and continuum mechanics. At the undergraduate level he has taught courses in advanced mechanical design, statics, mechanical systems, kinematics, complex variables and boundary value problems. Benson has received three significant honors from the American Society of Mechanical Engineers (ASME). In 1984 he received the ASME Henry Hess Award, which honors a research publication by a young author. In 1998 he was made a Fellow of the ASME. Student based Emergency response on UTD Campus

Sheila Elliott is the Emergency Medical Services (EMS) Director for University Emergency Medical Response (UEMR) at The University of Texas at Dallas (UTD).
UEMR is a 501c3 non-profit organization of UTD and serves as the first responder organization on campus. She also started the EMS Program in May 2020 and has certified over 300 students as Emergency Medical Technicians (EMTs), including employees from 5 area fire departments.
The EMS Providers from UTD have been responsible for assisting with COVID testing and vaccinations on campus. They also partnered with UTSW and helped administer over 49,000 vaccines to our community during the summer. |

Don Magner was named Deputy City Manager in October 2018. Prior to serving as Deputy City Manager, Magner served as First Assistant City Manager for 3 years and as Assistant City Manager – Community Services for the preceding 2 ½ years. As Deputy City Manager, Magner serves as Chief Operating Officer (COO). He also supervises two Assistant City Managers and the Chief Financial Officer, as well as the Directors of Communications and Public Services. He also manages the Office of Emergency Management. Magner has served the City of Richardson since 1996. After a short stint conducting compensation analysis for the City, Magner was assigned to the Building Inspection Department, where he served in a variety of inspection roles. In 2000, he was promoted to Assistant Building Official. Over the next three years, he played an important role in creating and implementing the City’s Neighborhood Vitality and Integrity Strategy, which was adopted in 2003 and resulted in the creation of the Neighborhood Services Department. He headed Neighborhood Services for eight years, after which he was named Director of Community Services. Magner earned a Master of Arts from the University of Texas at Arlington and a Bachelor of Arts in Government and Politics from the University of Texas at Dallas. He is also a graduate of the University of Texas at Austin’s Lyndon B. Johnson School of Public Affairs’ Public Executive Institute, the University of Virginia’s Weldon Cooper Center for Public Service’s Leading, Educating and Developing (LEAD) Program, and the North Central Texas Council of Government’s New & Emerging City Managers Program. In March 2009, Magner was honored by the Collin County Business Press as one of its 21 Leaders of the 21st Century. He was also recognized by the Richardson YMCA as its 2009 Volunteer of the Year. In 2010, he received the Outstanding Service Award from Network of Community Ministries. Magner is a graduate of Leadership Richardson Class XX, the Richardson Citizens Police Academy, the Richardson Citizens Fire Academy, and Leadership North Texas Class 10. Kaniss was commissioned a Second Lieutenant in the Transportation Corps on June 2, 1976 upon graduation from the University of Tennessee with a Bachelor of Science degree in Business Administration. He also earned a Master’s in Business Administration degree from the University of Colorado. He is the Chairman for the Our Community Salutes DFW Inc. That organization is a national, non-profit organization helping communities recognize, honor, and support high school seniors who plan to enlist in the U.S. Armed Services after graduation.
Colonel Kaniss retired with over 30 years of military service in July 2006.
Colonel Kaniss is a Managing Partner with MGR & Associated, LLC. The company distributes software and solutions that provide an emergency 2-way communications solution, anti-vaping, air quality monitoring devices and anti-breaching door locks to schools, commercial buildings and their campuses, hotels and casinos in Texas and a 4-state area. |

Previously, she served with the City of Farmers Branch, supervising the Fire, Parks and Recreation, Human Resources and Library departments. She also supervised the Farmers Branch Communications Department and the Economic Development and Tourism Department. From 2004 to 2008, Sims-Bradish was the Strategic Services Manager for the Town of Addison and served in the City of Carrollton as Administrative Assistant to the City Manager (1997-1999) and Assistant to the City Manager (1999-2004). Sims-Bradish earned a Master of Public Administration from the University of Kansas, where she was a Buford Watson Scholar, and also holds a Bachelor of Arts in Political Science from the University of Missouri, where she graduated with honors. Sims-Bradish is a member and credentialed manager of the International City/County Management Association (ICMA), and in 2008 completed the ICMA Emerging Leader Graduate program. She is also a graduate of Leadership Metrocrest (1999) and Leadership Richardson (2014). Jim Rodriguez has travelled across the country as an invited and sought after public speaker and patriotic historian. He has over forty-five years of experience in the areas of training, management, public relations and community involvement.
Jim was born and raised in a small town in West Texas and remains dedicated to his roots of American patriotism and values. He was drafted into the military in 1972 and chose to serve as a member of the United States Air Force. His twenty-one year career exposed him with returning Viet Nam War Air Force POW’s, becoming a Basic Military Training Instructor, training enlisted personnel from the Iranian Air Force, teaching Professional Military Education, becoming the “Voice of Lackland”, narrating every Basic Military Training School’s graduation parades.
He was requested to be the narrator at many retirement/change of command ceremonies by high-ranking Air Force generals throughout the country. He is proud of the fact that his son was born at Wilford Hall USAF Medical Center.
Jim retired in San Antonio, Texas and was driven by his military experience, which prepared him to face the civilian challenges that would come his way. His strong commitment to excellence and customer service has placed him at the top of every management position that he was selected for. He has performed as the General Manager for several successful restaurant chains, Director of Training for a Mid-west fast food restaurant corporation, recognized as one of the Top Ten salesman in America for Audi sales, served as the National Sales Training Instructor for Volkswagen of America and founded a private Christian school in Middletown, Connecticut. On October 10, 2010, he founded the F.L.A.G. Program (Fly, Lower, And Gather), which teaches students the proper etiquette and history of our American Flag at schools throughout the states of Texas, Arizona and Louisiana. He recently managed and created hospitality classes for two quick service restaurant corporations and then was pursued to become a corporate recruiter. He is presently the Director of Public Relations for Taco Casa, with 86 stores in 3 states.
Jim and his wife Irene are proud parents of their daughter Lisette Elaine Rodriguez who is a 2016 graduate of Texas State University and currently resides in Austin, Texas. Jim’s son, James Roday Rodriguez; a graduate of NYU has a career in television and movies. He is a successful actor, screenplay writer, director and producer. His success is due largely to his popular cable television series known as Psych and a new TV series on ABC known as A Million Little Things, premiered in September of 2018. This series has just recently been renewed for another year.
